Request our compliance certificateThe FUEC (Formato Único de Extracto del Contrato — Unique Contract Extract Format) is the official document issued by Colombia's Ministry of Transport that validates the legality of each special passenger transportation service. It was established by Resolution 3068 of 2014 and updated by Resolution 6652 of 2019. Without this document, any corporate transfer operates illegally.
The FUEC must be physically carried by the driver during the ENTIRE service. It contains: FUEC number, authorized company's legal name, contract details, origin and destination, vehicle data (license plate, model, operating card), driver identification, and a QR code verifiable by the National Police.
If a transit authority stops a special transport vehicle and the driver does NOT carry a valid FUEC, the result is immediate vehicle immobilization. This means: your executive, diplomatic delegation, or international auditor is stranded. For a multinational company, this is not just an operational inconvenience — it's a security incident.
CRITICAL FACT: Ride-hailing platforms (Uber, DiDi, InDriver) do NOT issue FUEC because they are NOT authorized as special transportation companies before Colombia's Ministry of Transport. Every corporate trip through these platforms operates without legal backing in Colombia.
Regulates the provision of Special Automotive Ground Public Transportation Service. Establishes authorization requirements for companies, contract categories (corporate, school, tourism, health, specific groups), GPS obligations, and fleet conditions.
Amends Decree 348. Establishes that special transport vehicles must be white with the company's legal name and 'Special Service' in green characters of at least 15cm. Defines mandatory GPS requirements and operating card.
Regulates FUEC issuance for the 5 contract categories of special transportation. Defines mandatory document content, implementation stages, and the obligation to carry it during the entire service.
Unified Regulatory Decree for the Transport Sector. Compiles all current regulations including Decrees 348 and 431. It is the consolidated regulatory reference for the sector.
National Transport Statute. Establishes that public transport operation requires state authorization. No company can provide special transport service without this authorization.
Basic transport provisions. Establishes that public transport is an essential service under state regulation. The State exercises control and oversight for its proper provision.
If the vehicle doesn't carry a valid FUEC, the transit authority immobilizes it on the spot. Your executive, auditor, or delegation is stranded. For companies with security protocols (embassies, oil companies, pharma), this is a critical incident that triggers emergency protocols.
If an accident occurs in an unauthorized vehicle, public transport contractual and extracontractual liability insurance does NOT apply. The contracting company could be jointly liable. Corporate travel insurance typically excludes informal transportation.
Compliance audits (Bureau Veritas, ISO, SOX, FCPA) review the transportation provider chain. A provider without Ministry of Transport authorization generates a regulatory non-compliance finding that can affect corporate certifications.
Invoices for transport services provided by unauthorized companies can be challenged by DIAN (Colombian tax authority) as non-deductible expenses. An authorized company issues electronic invoices meeting all tax requirements.
Ride-hailing platforms record location data, frequent routes, and travel patterns of their users. For executives handling confidential information, this represents a security risk that corporate IT departments increasingly identify.
If an executive or employee has an incident in an unauthorized vehicle, the contracting company faces media and legal exposure. 'Multinational X used illegal transport for its employees' is a headline no communications department wants to handle.
